Per-issuance-type rules. Keys are IssuanceType enum names (e.g., "SummerEbt", "TanfEbtCard", "SnapEbtCard", "Unknown"). Issuance types not present in this dictionary are denied by default.

DisableDaysBeforeExpiration

Optional. When set, card replacement is denied for a case once today (the state's OutageSchedule:TimeZoneId calendar date) is within this many days of BenefitExpirationDate, inclusive: remaining days ≤ this value. Null or omitted leaves replacement available until other rules deny it. Independent of Enabled: a statewide off still denies every card, and this cutoff still applies when statewide is on. Applied only to card replacement, not address update. A missing expiration date does not trigger this cutoff.
