ColoradoAddressUpdateService: Colorado address updates via CBMS update-std-dtls (student mailing address). Resolves the household with get-account-details using SEBT.Portal.StatePlugins.CO.PhoneNormalizer on HouseholdIdentifierValue; uses the same normalization as ColoradoSummerEbtCaseService phone lookup. When multiple children are on the account, CBMS receives one PATCH whose body is an array of update payloads (same portal address mapped per student row from get-account-details). Successful updates require CBMS respCd 200 (OpenAPI example) or 00 (observed UAT); other codes are failure. After a successful PATCH the cached household response is updated in-memory and written through to the cache so that subsequent reads reflect the change without a round-trip to CBMS.

ColoradoCardReplacementService: Colorado card-replacement via CBMS update-std-dtls with reqNewCard = "Y". Resolves the household via SEBT.Portal.StatePlugins.CO.Cbms.Cache.ICbmsHouseholdCache using SEBT.Portal.StatePlugins.CO.PhoneNormalizer on HouseholdIdentifierValue, filters enrollment rows to those whose sebtChldCwin matches the requested CaseRefs, then sends a single PATCH with one array element per matched student. The portal's SummerEBTCaseID maps to CBMS sebtChldCwin (cross-year); the PATCH body uses the per-year sebtChldId / sebtAppId. Successful updates require CBMS respCd 200 (spec) or 00 (observed UAT). Card-replacement cooldown is tracked in the portal database — no write-through to the cache.

ColoradoEnrollmentCheckService: Colorado implementation of the enrollment check service. Calls the CBMS API's check-enrollment endpoint to verify child eligibility for Summer EBT benefits.

ColoradoHealthCheckService: Colorado health check: registers a check that verifies connectivity to the CBMS SEBT API via its ping endpoint.
