SeedScenario

Defines a seed scenario with its name and IAL level. The name is used with BuildEmail(string) to construct emails.

SeedScenarios

Central catalog of all seed scenarios. Both DatabaseSeeder and MockHouseholdRepository reference this catalog so scenario names and metadata are defined in one place.
